DC 20510-7020 September 19, 1991 Dr. Ibrahim Rugova Chairman, Democratic Alliance of Kosova Pristina Dear Dr. Rugova: As you know, we have long been deeply concerned about the situation in Kosova. For years, the Albanian population of Kosova has been subject to severe repression and deprivation of human rights at the hands of the hard-line Communist government of the Serbian Republic. Even while undertaking their recent aggression against the Republic of Croatia, the Serbs have simultaneously launched a new crackdown in Kosova. The European Community has taken the lead in seeking a negotiated resolution of the crisis in Yugoslavia. We -- the United States Government, and the two of us, personally -- have supported the EC initiative, and will continue to do so. At the same time, we are concerned that the Albanians of Kosova are not represented at the Brussels talks or in any other way in the negotiating process. We have expressed to our own Administration, to Lord Carrington and to Foreign Minister van den Broek our belief that the Albanians must be represented if a lasting solution is to be found. Obviously, the situation remains very fluid and dangerous. We would like to have the opportunity in the near future to meet with you personally, to consult on the best next steps we might take, individually and cooperatively. To that end, we would like to invite you to come to Washington, to meet with us and other interested Senators, as soon as it is possible for you to travel.
