on July 5. the Serbian Government dissolved the Assembly, disbanded the local government,
brutally closed down the radio and television stations, and detained and questioned all of
Kosova?s democratic opposition leadership. Since the Imposition of this state of
emergency, other human rights have been abrogated. For example, the Albanian-language
newspaper ?Rilindja? has been banned from distribution, and strikes and assemblies have
been prohibited and met with police force. The President of ICosova has, moreover, asked
for Intervention by the federal authorities.
In light of these developments, we urge the European Commission to condition its
negotiations regarding the Second Financial Protocol with Yugoslavia transfer her
Cooperation Agreement Into an Association Agreement on respect for human rights, adherence
to the rule of law, establishment of political pluralism, holding of fair and free
elections, and the development of a market economy. These are the conditions we believe
the Commission advised the Council of Foreign Ministers to adopt in its May 30
Commupication on Relations Between. the European Community and Yugoslavia Only if these
conditions are applied by all governments will democracy and stability be ensured in
Kosova as well as Serbia.
