BEN:

Have we issued any formal statements to Yugoslav

government?



TIM:

The Ambassador has spoken with the Foreign Ministry.

Schultz has spoken with Lancar whose response was not satisfactory. Lancar says there is no problem.



TOM: Our Ambassador does not have the clout. This allows non reponse. Joe, Ben and I want to speak with Deputy Assistant Secretary before he leaves for Belgrade this weekend. We do not want to go public in a counterproductive way.



BEN: We speak with one voice in our displeasure over the conditions in Yugoslavia. Communicate this throughout the State Department. Please!!!



TOM: Aslong as Yugoslavia feels State is cool on the subject, there’s not much we can do to help the ethnic Albanian situation in an effective way.



TIM: We are not cool! We are concerned about Yugoslavian disintegration. We are against mistreatment of nationalities. We will bump this up to the next level. Warren Zimmerman will be the next Ambassador.



TOM:

Warren needs to know from Schultz on down the degree of our

concern.



SEYMOUR:

We need to use leverage to strengthen the central

government.



JOE:

The Yugoslav Ambassador has the nerve to say we have the trade

surplus; they don’t need our trade!
